Yes, one of my pet hates and why I always decline to pay a service charge and give the money directly to the waitperson in cash. If the service is bad I don't tip or pay a service charge.
The good news is that employers are no longer permitted to use tips to make wages up to the NMW. I take that to mean that they'll have to pay at least the NMW and whatever the employee gets in tips is theirs to keep or one hopes to share with their fellows.
I think it's important never to pay a bill that includes a service charge using a card since it then goes straight into the employer's bank probably never to be seen by the waitperson.
I would ban the practice of adding a service or cover charge to a bill. If you buy a pair of socks from M&S you don't get charged 10% on top to pay the person who served you so why should restaurant owners be allowed to do it?

I would ban cracked records - i.e. Labour harping on about broken promises. Always looking at others but not themselves.

I'd ban decaffinated T bags, tomato ketchup, Big Brother TV programme, spiders, slugs ( what are they for ??) did I say tomato ketchup ??

Spiders - yes
Wasps - yes (especially the one that stung me)
Tomato ketchup ????????????? what for
Decaffeinated anything - yes
Big brother anything - yes
Now what is wrong with slugs
ants - yes especially the ones that eventually fly away all over the place yuk
