The main source of business support in Scotland is the enterprise network, comprising two regional agencies - Scottish Enterprise and Highland and Islands Enterprise - each with its own networks of local enterprise companies. Linked to these, usually through the Small Business Gateway brand, are the economic development sections of local authorities and not-for-profit local enterprise trusts (which are often contracted to deliver services on behalf of Scottish Enterprise. In addition, inward investment is encouraged through Locate in Scotland, another arm of Scottish Enterprise.

A number of business support groups operate throughout Scotland. Chambers of Commerce, with membership drawn from all sizes of business and from all sectors, are found in most areas. The Federation of Small Business and CBI Scotland provide a range of services to small and larger business and are powerful political lobbyists on behalf of their membership. Lobbying activities focussed upon economic development are undertaken for a wide range of organisations are also provided by the Scottish Council (Development & Industry).
